摘要
为了推动贵州省毕节地区煤层气产业高质量发展,以该区煤层气资源条件、矿权设置、技术现状、勘探开发现状为研究对象,分析了“十三五”期间取得的成果和存在的问题,指出了未来十年毕节地区煤层气产业发展目标、总体布局、工作部署和保障措施与建议。研究结果表明:(1)毕节地区埋深2000 m以浅煤层气资源量约为1.11×10^(12)m^(3),占贵州省煤层气资源总量的35.23%,地质资源丰度平均为1.13×10^(8)m^(3)/km^(2),煤层气资源开发潜力巨大;(2)毕节地区煤层气矿权设置加快,技术攻关取得重要进展,局部开发初具规模;(3)存在着矿权管理机制不完善、产业投入不足和勘探开发技术适应性有待攻关等问题。结论认为:(1)到2025年,该区煤层气探明储量将达到300×10^(8)m^(3),地面煤层气年产量将达到2.57×10^(8)m^(3),年产能将达到5.14×10^(8)m^(3);(2)构建毕节地区“7+13+15”的煤层气勘查开发规划布局,即落实7个重点建产区、建设13个重点勘查开发试验区、评价15个后备勘查区;(3)加大对煤层气勘探开发的财政补贴力度、完善矿业权设置机制、构建产业技术支撑体系、加强人才保障,有助于持续推进毕节地区煤层气资源有序发展。
In order to promote CBM industrial quality development in Bijie area,Guizhou Province,both achievements and existing problems in this industry were analyzed for this area during the 13th Five-Year Plan period from four aspects of resource conditions,mineral rights setting,current technology,and exploration and development status.In addition,the development goals,overall layout,work deployment,safeguard measures were made for this CBM industry in the next decade.Results show that(1)in Bijie area,there are about 1.11×10^(12)m^(3)CBM resources above the burial depth of 2000 m,accounting for 35.23%of the total in Guizhou Province.And the geological resource abundance averages 1.13×10^(8)m^(3)/km^(2),indicating a great development prospective;(2)the CBM mining right setting in Bijie area is sped up,great progress is made in technological domain,and local development begins to take shape;and(3)there are still several problems,including imperfect management in mineral rights,insufficient industrial investment,and adaptability study on exploration and development technology.In conclusion,the proved CBM reserves,the surface CBM production and the productivity will reach 300×10^(8)m^(3),2.57×10^(8)m^(3)/a and 5.14×10^(8)m^(3)/a in 2025,respectively.What’s more,the CBM exploration and development planning layout of"13+7+15"has been built,namely,constructing 13 key exploration and development pilot blocks,confirming 7 core productivity construction zones and evaluating 15 reserve exploration belts.In addition,it is essential to increase financial subsidies in CBM,improve setting mechanisms of mining rights,build a support system in industrial technology,and strengthen talent guarantee,so as to continuously promote an orderly development of CBM resources in Bijie area.
