摘要
近年来,全国各地持续开展低收入群体危房改造项目,做好困难群体住房安全保障工作是贯彻落实国家关于实现小康社会的具体实践,是巩固脱贫成果、实现困难群体“两不愁、三保障”的重要举措。本文以翔安区农村五类重点对象危房改造为例,以解决分散供养特困人员、低保群众等困难群体住房安全保障和危房解危为工作重心,全面开展困难家庭住房问题精准帮扶,确保困难群体住有所居、不住危房的目标。同时,结合农村危房实际案例,针对改造过程中出现的问题,提出农村危房改造质量控制要点及相关改进建议,以期为实施危房改造地区提供参考和借鉴。
In recent years,low-income dilapidated housing renovation projects have been continuously carried out across the country to ensure housing safety for disadvantaged groups.These projects are part of the implementation of the country’s specific practice on building a moderately prosperous society,which are important measures to consolidate the achievements of poverty eradication and realize the“Two do not worry,Three guarantees”for the disadvantaged groups.Taking the rebuilding of dilapidated housing in Xiang’an District as five key objects as example,the focus of the work is on ensuring housing safety for people in extreme poverty who are dispersed to provide for them,and on providing low-income people with basic living allowances,which aims to carry out comprehensive and precise help on housing problems for needy families,and to ensure that needy groups have place to live and do not live in dangerous houses.At the same time,in combination with the actual cases of rural dilapidated buildings,the quality control points and relevant improvement suggestions for the reconstruction of rural dilapidated buildings are proposed in view of the problems arising in the reconstruction process,which could provide reference for the areas carrying out the dilapidated housing renovation.
