摘要
个人极端暴力犯罪行为具有犯罪的预谋性、发案的突然性、危害的持续性与拘捕的危险性,并且存在诸多不确定因素,对参与处置行动的警察构成巨大的威胁。警察在现场处置过程中个人极端暴力犯罪行为,往往因为情况不明、装备准备不充分、应急预案设计不合理等原因导致出现伤亡。文章总结近年来处置个人极端暴力犯罪的教训,依据其不同特点,以现有的预案与实际为出发点,依法有效制止个人极端暴力性犯罪,以期达到最快速度完成现场处置、最大限度减少群众与警察的伤亡、最大限度减少财产损失的目的。
Individual extreme violent crimes usually happen suddenly with continuous harmful influences and many uncertain factors,which pose a great threat to the involved policemen who might hurt or even die because of unknown circumstances,inadequate equipment preparations,or poor emergency plans.Taking a personal extreme violent crime case as an example,this paper adopted the research methods of interview and case analysis to study the on-site disposal of personal extreme violent crimes,summarizing the lessons while dealing with such crimes in recent years.Future disposal should stop such individual extreme violent crimes effectively according to different characteristics on the basis of emergency plans and actual situation,so as to complete the disposal as quickly as possible,and minimize the personnel casualties and property losses as great as possible.
