摘要
中国历史性地完成脱贫攻坚的艰巨任务,农村从消除绝对贫困进入相对贫困治理的新阶段。贫困性质的变化、贫困治理场景的改变使之必须建立新的贫困治理视角,拓展贫困治理策略空间。从文化的视角来透视相对贫困并提出治理路径符合新阶段下相对贫困治理的特点和需求。但如何基于相对贫困的特点以及文化的内涵厘清文化的反贫困逻辑,搭建起文化参与相对贫困治理的“桥梁”至关重要。相对贫困是一种多维发展性贫困,包含权利贫困、能力贫困和精神文化贫困等多种贫困内容,基于“权利—能力—精神”的贫困成因分析框架,文化通过“赋权—增能—提志”的基本路径发挥贫困治理作用。在以促进乡村振兴和共同富裕为基本动力、以构建相对贫困长效治理机制和均衡贫困治理工具理性与价值理性为目标靶向、以促进人的全面发展和多维正义为价值导向的情境下,通过探索多元赋权路径、畅通文化资本积累通道、培育有利于发展的地方社会文化主体性以及促进乡村文化产业发展等文化路径来促进农村相对贫困治理。
In 2020, China has historically completed the arduous task of poverty alleviation, and rural areas have entered a new stage of relative poverty governance from the elimination of absolute poverty. The changing nature of poverty and scene of poverty governance call for the establishment of a new perspective on poverty governance and the expansion of poverty governance strategy space. Analysing relative poverty from the perspective of culture, the paper puts forward the governance path of relative poverty is in line with the characteristics and needs of anti-poverty in the new stage. However, it is crucial to form a cultural anti-poverty logic based on the characteristics of relative poverty and cultural connotation and build a “bridge” for cultural participation in the governance of relative poverty. Relative poverty is a multidimensional developmental poverty, including poverty of rights, capability poverty and culture of poverty, etc. Under the framework of poverty causes of “right-capability-spirit”, culture plays a role in poverty governance through “empowerment-strengthing capability-raising ambition”. In the context of promoting rural revitalization and common prosperity as the basic driving force, building long-term relative poverty governance mechanism and balancing tool rationality and value rationality of poverty governance as the target, and promoting all-round human development and multidimensional justice as the value orientation, relative poverty governance can be tackled by exploring multiple empowerment ways, establishing the unimpeded path for cultural capital accumulation, fostering local social and cultural subjectivity conducive to development and promoting rural culture industry to alleviate relative economic poverty.
