摘要
依法划定河湖管理范围是河湖管理的基础工作,也是全面推行河湖长制明确的任务要求。通过查阅文献、收集资料、实地调研等手段,对河湖划界范围定义、实施主体、工作要求及与其他划界的关系进行了介绍。结合长江流域河湖划界工作实际,对各地河湖划界存在的共性问题进行了探讨,并提出完善法规与标准、加强河湖划界管理、研究划定保护范围、强化河湖空间管控等对策建议,可为各地河湖划界和河湖管理提供支撑和参考。
Delimiting river and lake management scope according to law is the basic work of river and lake management and also the requirement of comprehensively implementing the river and lake chief system.Through literature review,data collection,field research and other means,this paper introduced the definition of river and lake management scope,implementation subjects,work requirements and their relationship with other delimitation.Combined with the actual work of river and lake delimitation in the Yangtze River basin,the common problems in river and lake delimitation in various places were discussed in depth.It put forward some countermeasures and suggestions,such as perfecting regulations and standards,strengthening river and lake delimitation management,studying delimiting protection scope and strengthening river and lake space control,which can provide support and reference for river and lake delimitation and management in various regions.
