摘要
为提高重大电力工程建设管理的科学性和有效性,通过引入系统思维,构建了8个子系统28个指标的重大电力工程系统管控及其绩效评价模型,并运用G1法确定了指标权重。以昆柳龙特高压多端直流示范工程为案例,实施云模型的绩效评价结果为介于“优”和“良”之间,其中进度管理绩效接近于“特优”,而结构分解仅为“中”。结果表明,所构建的重大电力工程系统管控及其评价体系较为全面,可为实现多目标、全周期、多主体和全要素的统筹管理提供借鉴。同时所揭示的管理薄弱方面,如结构分解、环保管理等应得到更高程度的重视和更严格的管控。
To improve the scientificity and effectiveness of the construction management of mega power projects,this paper introduces systematic thinking and builds a performance evaluation model of mega power engineering systems containing 28indicators in 8 subsystems. The G1 method is used to determine the comprehensive weight of each index. Taking the Kunliulong DC demonstration project as a case,the performance evaluation value using the cloud model is "good". The results show that the established management and control evaluation system of mega power engineering projects is relatively comprehensive,which can provide reference for the realization of multi-objective,full-cycle overall management. Meanwhile,the exposed weak links in management,such as structural decomposition and environmental protection,should be highly valued and strictly controlled.
