摘要
近十年以来,菲律宾基础教育改革在学校基础设施改善、早期教育普及、教师待遇提高、基础教育课程制定与实施等方面取得了一定的成果,但在基础教育准入、公平、质量、治理以及财政等方面依然存在不足,亟须得到解决。为此,菲律宾教育部制定了历史上第一个基础教育领域的长期发展规划-《2030年基础教育发展规划》。《规划》旨在提高基础教育覆盖率和完成率、保障处境不利学习者的受教育权、确保基础教育质量和学习成果、提升学习者的复原力和幸福感、创建高效灵活和有复原力的教育治理体系,但《规划》的实施还面临着资金缺口、制度风险、能力风险和环境风险等。
Over the past decade,basic education reform in the Philippines has achieved some progress in such aspects as the improvement of school infrastructure,the spread of early education,the improvement of teachers’salaries,and the formulation and implementation of basic education curriculum.However,there are still problems in access,equity,quality,governance and finance that need to be addressed.To this end,the Philippine Department of Education has developed the first long-termed development plan for basic education in the history of the Philippines-The Basic Education Development Plan 2030(BEDP 2030).BEDP2030 aims to expand the coverage and increase the completion rate of basic education;to safeguard the right of disadvantaged learners to receive education;to ensure the quality of basic education and learning outcomes;to promote resilience and well-beings of learners;and to create an efficient,flexible and resilient governance system.Despite of the previous success,implementation of the BEDP 2030 still faces some uncertain risks and challenges in financial,institutional,capacity,and environmental aspects.
