摘要
警力资源是公安组织最重要的资源,VUCA环境的特性对警力资源管理提出新的挑战。警力资源管理创新需以公安组织战略、基层警务实战、基层民警为导向,以服务人民为中心。信息技术的兴起为VUCA环境下警力资源管理创新提供了前所未有的机遇,技术赋能警力资源分析与规划服务公安组织战略;技术赋能基层警力配置服务警务实战;技术赋能警力资源开发服务基层民警发展。技术赋能警力资源管理创新过程中需重塑政工部门组织架构,变革公安政工部门工作流程,加强复合型专业人才培养;同时应谨防数据依赖,关注数据安全。
Police resources are the most important resources of police organizations. The characteristics of VUCA environment pose new challenges to police resources management. The reform of police resources management should be guided by police organization strategy, grassroots police practice, police officers, and centered on serving the people. The rise of information technology provides unprecedented strategic opportunities for police resource management innovation in the VUCA environment. Technology enables police resource management, including enable human resource analysis and planning for organization strategies, enable grassroots police allocation for police combat, enable police resources development forpersonal development of the police.In the process of technological empowerment of police resources management innovation, it is necessary to reshape the organizational structure of political and labor departments, change the working process of public security political and labor departments, and strengthen the cultivation of compound professionals. At the same time, we should be beware of data dependence and pay attention to data security.
