摘要
近年来,化工企业安全风险防范意识不断加强,针对涉及重点监管危险化学品、重点监管危险工艺、重大危险源的生产、储存装置,应进行安全风险辨识和分析,在事故发生前识别出潜在危险。危险与可操作性分析(HAZOP)及保护层分析(LOPA)是风险分析常用的方法,尤其是将HAZOP分析方法和LOPA分析方法相结合,可以在识别现有保护措施和提出降低后果发生概率时,将LOPA分析方法引入HAZOP分析中,使分析定量化。以某设计阶段的航煤储罐为分析对象,分别采用HAZOP、HAZOP及LOPA联合分析方法对储罐进行风险评估。通过对航煤内浮顶储罐的风险分析,识别潜在的风险,并提出有针对性的建议措施,为工艺安全水平及企业安全管理提供有利的保障。
In recent years, the safety risk prevention awareness of chemical enterprises has been constantly strengthened. Safety risk identification and analysis should be carried out for production and storage devices involving “two key points and one major”, and potential hazards should be identified before accidents occur. Hazard and Operability Analysis(HAZOP) and Layer of Protection Analysis(LOPA) are commonly used methods for risk analysis. In particular, the combination of HAZOP analysis method and LOPA analysis method can lead LOPA analysis method into HAZOP analysis when identifying existing protective measures and proposing to reduce the probability of consequences, so as to make the analysis quantitative. The aviation kerosene storage tank in a design stage was taken as the analysis object, the risk assessment of the storage tank was carried out using the joint analysis method of hazard and operability study(HAZOP analysis), HAZOP and LOPA(protective layer analysis). Through the risk analysis of aviation kerosene inner floating roof storage tank, the potential risks are identified, and the remaining risks are acceptable, and targeted suggestions and measures are proposed to provide a favorable guarantee for the process safety level and the safety management of the enterprise.
