摘要
随着中国依法治国的全面推进,法律法规体系建设加快,粮食安全法律法规体系日臻完善,提升了依法管粮、依法治粮的法治水平。文章从全面落实粮食安全战略、强化粮食安全意识、稳定粮食安全生产基础、化解现行粮食储备管理体系弊端等方面阐述了依法治粮的重要性,探讨了影响粮食安全的相关问题,梳理了依法治粮的相关法律法规,提出了推进依法治粮的六项举措,以期增强粮食安全保障能力。
With the comprehensive advancement of China’s rule of law,the construction of laws and regulations system has been accelerated,and the food security laws and regulations system has been improved day by day,raising the level of grain management and administration according to law.This paper expounds on the importance of ruling grain by law from the aspects of thoroughly implementing the food security strategy,strengthening the consciousness of food security,stabilizing the production basis of food security,and dissolving the current grain reserve management system,etc.,this paper probes into some related problems affecting food security,sorts out relevant laws and regulations of ruling grain according to law,and advances six measures for advancing ruling grain according to law,with a view to strengthening the security capacity of food security.
