摘要
自《土壤污染防治法》出台以来,土壤污染加重的情形得到了有效缓解。土壤污染的隐蔽性、滞后性、累积性和不可逆转性决定了土壤污染防治工作的长期性和艰巨性。在防治工作开展过程中发现,我国的法律体系和监管机制方面仍需完善。藉此,提出健全土壤污染防治法律体系,完善政府主导性修复资金机制,健全土壤污染监管机制,贯彻落实环境信息公开制度,不断完善我国土壤生态保护法律机制,促进我国环境制度建设以及生态的可持续发展。
Since the Soil Pollution Prevention and Control Law was promulgated,the problem of soil pollution in China has been effectively alleviated.The concealment,hysteresis,accumulation and irreversibility of soil pollution determine the long-term and arduous nature of soil pollution prevention and control work.In the process of prevention and control work,it was discovered that the legal system and regulatory mechanism in China still need to be improved.Therefore,this paper proposed to improve the legal system of soil pollution prevention and control,establish the government-led remediation fund mechanism,improve the soil pollution supervision mechanism,implement the environmental information disclosure system,constantly improve the legal mechanism of soil ecological protection,and promote the construction of environmental system and the sustainable development of ecology.
