摘要
在试图赋予科技治理中的公众以“上游参与”的资格时,建立于科学的社会建构论之上的公众参与科学的“内省模式”,虽然成功地撕下了公众身上的“无知”标签,但是却在社会实在论的掣肘之下预设民主的实在性,从而无限夸大了常民知识的作用。鉴于此,有必要从科学与社会相互建构的立场出发,同时维持民主和科学的谦逊性,以便为常民知识和专家知识的集体学习创造条件,最终成全“公众参与‘研究’”的“共生模式”:在遵循参与的“无界有限”这一原则时,民众不但可以将常民知识升华为健全的公民研究;而且他们自身也会成长为同时扮演“政治公民、经验专家和常民专家”三重角色的新兴公众。
In trying to qualify the public for “upstream engagement” in science and technology governance, the “reflexivity model” of public engagement with science, which is based on the social constructionism of science, succeeds in tearing off the “ignorance” label from the public, but presupposes the reality of democracy under the constraints of social positivism, thus infinitely exaggerating the role of lay knowledge. In view of this, it is necessary to maintain the humility of both democracy and science from the position of co-construction of science and society, in order to create conditions for mutual learning of lay knowledge and expert knowledge, and ultimately to realize the “co-production model” of “public engagement with ‘research’”. In following the principle of “boundaryless and limited” engagement, the public can not only sublimate lay knowledge into sound civic research;but also grow into an emerging public that plays the triple role of “political citizen, expert of experience and lay expert”.
