摘要
依宪治国是依法治国的关键。尽管在现行宪法制定之初并没有“依宪治国”的提法,但现行宪法的实施都贯穿着依宪治国精神,现行宪法制定实施以来的五次修正案则具体展现了依宪治国的演进过程。这种演进主要体现在三个方面,即宪法原则的拓展、宪法规范的优化和保障制度的完善。宪法内容的日臻科学和宪法地位的不断提升,都为依宪治国奠定坚实基础。现行宪法的修改一方面适应中国特色社会主义实践的发展方向,另一方面也是中国特色社会主义实践的经验总结和规范升华。
Ruling the country by constitution is the key to rule the country by law. In the beginning of the implement of the current constitution, ruling the country by constitution didn’t appear. However, the idea of ruling the country by constitution developed throughout the five amendments of the current constitution. The development includes three aspects which are the expanding of constitutional principles, the optimization of the constitutional rules and the constitutional guarantee systems. The idea of ruling the country by constitution has been strengthened by the perfecting of the constitutional rules and the elevating of the position of the constitution. The amendments of the current constitution suit the the development of the practice of socialism with Chinese characteristics while represents the experience summary and regulation sublimation of the practice of socialism with Chinese characteristics.
