摘要
对于新疆这种典型的内陆干旱区来说,发展节水农业、挖掘节水潜力,是解决供水危机的一种主要途径。近几年通过在塔里木河干流河道大力建设节水工程,取得了显著的节水效益。下一步要重点关注水价配置,在合理确定水价的基础上提升水资源的利用率。文章提出了一种完全成本水价计算方法,并确定了完全成本水价下平均水价与灌区用水量的函数关系,为水价规划提供了参考。分析表明,塔里木河流域在用水自主管理下将农业水价定在0.27~0.34元/m^(3)是比较合理的。
For a typical inland arid region such as Xinjiang, developing water-saving agriculture and exploiting water-saving potential is a main way to solve the water supply crisis. In recent years, significant water-saving benefits have been achieved by vigorously constructing water-saving projects in the main stream of the Tarim River. The next step is to focus on the allocation of water prices and improve the utilization rate of water resources on the basis of reasonable determination of water prices. This paper proposes a calculation method of the full cost water price. The functional relationship between the average water price and the water consumption in the irrigation area under the full cost water price are determined, which provides reference for water price planning. The analysis shows that it is reasonable to set the agricultural water price between 0.27 yuan/m^(3) and 0.34 yuan/m^(3) in the Tarim River Basin under the independent management of water use.
