摘要
基于城中村经济合作社及三方博弈的视角,对如何在我国传统乡村治理模式基础上推进数字化发展战略进行调研,以期从经济制度层面实现共同富裕的远景及愿景,也为完善数字乡村治理结构提供政策启示及决策支持。立足国情,通过我国数字经济发达地区城中村的案例分析,解析集体资产股份制改革、利益相关者博弈分化的“后”乡村治理问题,更偏重于实际的社会效应。城中村组织机构管理水平落后、年龄结构不合理等现象的问题根源在于选举规则、人事制度以及由此形成的管理体系,同时产生的大量社会问题根源在于治理模式的缺陷。依据国家大力部署的数字乡村发展战略,中国能够在人才振兴的指导方针下进一步完善村经济合作社的体系及制度,走出中国特色的共同富裕之路。
Based on the perspective of economic cooperatives of city village and tripartite games,this paper investigates how to promote the digital development strategy on the basis of China’s traditional rural governance model,with a view to lay out the vision of common prosperity from the economic system level,and to provide policy inspiration and decision support for improving the digital rural governance structure.Based on the national conditions,through the case study of city village in China’s digital economy developed areas,the“post”rural governance problems of collective asset shareholding reform and stakeholder game differentiation are analyzed,while emphasizing more on actual social effects.This paper discusses that the root of the phenomenon of backward management level and unreasonable age structure of city village organizations lies in the election rules,personnel system and the resulting management system,while the root of the large numbers of social problems lies in the defects of the governance model.According to the digital village development strategy vigorously deployed by the state,China can further improve the system and system of village economic cooperatives under the guiding principle of talent revitalization,and discover the road of common prosperity with Chinese characteristics.
