摘要
猪肉市场的稳定关系到生猪产业的可持续发展,冻猪肉收储政策已经成为保供稳价的关键政策工具。冻猪肉收储政策自2009年启动以来,储备肉制度总体目标逐渐由防止生猪价格过度下跌向实现保供稳价转变,围绕猪粮比价这一核心指标,逐渐完善能繁母猪存栏等辅助指标,同时收储制度初步实现与其他政策的协同。长期来看,冻猪肉收储对推动生猪价格回升具有一定明显的正向效应。非洲猪瘟后产业形态和市场形势发生显著变化,建议在科学预测猪肉供需形势基础上优化收储启动和停止机制,加强监测并充分利用商业储备和肉制品深加工调节供需,建立冻猪肉收储效果和实施主体评估机制,提升收储政策稳定市场的效果。
The stability of pork market is directly related to the sustainable development of China’s hog industry.The policy of government frozen pork storage has become the key policy tool for supply and price stability.Since its implementation in 2009,the overall objective has gradually changed from preventing the excessive decline of hog prices to the realization of ensuring stable pork supply and hog prices.Based on the index of hog/maize price ratio,the auxiliary indicator system such as the sows’inventory are gradually included and improved to initially achieve the synergy with other industry supporting policies.In the long run,the government frozen pork storage policy showed positive effects on helping the live hogs price rebounding to normal level.After the outbreak of African Swine Fever,the hog industry and market have changed significantly in many aspects.It is suggested that on the scientific prediction of pork supply and demand,the start and stop mechanism of government frozen pork storage action should be optimized.It is important to strengthen monitoring and make full use of commercial reserves and further processing of meat products to adjust supply and demand.At the same time,it is necessary to establish the effect of frozen pork purchase and storage and the implementation of the main body evaluation mechanism,so as to improve the effect of the purchase and storage policy to stabilize the market.
