摘要
随着城市规划建设管理的逐渐完善,居民小区和部队院落应逐渐对外开放的观点受到社会普遍的关注,关于开放式小区如何起到优化城市道路布局、减少道路通行时间、提高交通通行能力的问题成为社会热议焦点。文章根据Wardrop第一平衡原理建立关于车辆通行的模型,并以交通运行指数、道路交通拥堵率和行程时间可靠指数为主要指标建立了道路交通通行能力的综合评价指标体系。文章选取了拥有不同内部道路结构的小区,运用该模型进行了计算和评估,并定量地比较了封闭与开放两种情况下,小区周边道路的通行能力,并据此给出小区开放决策的合理化建议。
With the gradual completion of urban planning, construction and management, the view that residential neighborhoods should be opened to public is widely discussed in the society, and that concerning how neighborhoods could act to optimize urban road layout, reduce travel time, and increase traffic efficiency has become the focus of social debate. This work models vehicle traffic based on the principle of Wardrop user equilibrium, and establishes a comprehensive indicator for evaluating the traffic capacity of a road, with traffic performance index, traffic congestion ratio, and traffic time buf fer index as the main indicators. In this work, we selected neighborhoods with different internal road structures, evaluated quantitively the traffic capacity of roads around the neighborhoods in both closed and open cases, and made rationalized suggestions for making a strategic decision of opening publicly a neighborhood.
