面向新能源消纳的调峰辅助服务市场研究综述 被引量:15

摘要 随着新能源电源并网规模的不断提升,电力系统调峰压力日益突出,难以满足新能源快速发展,如何完善和深化电力调峰辅助服务市场机制进而提升系统调节能力已成为亟待解决的问题。在此背景下,首先梳理了我国电力辅助服务市场发展历程及关键政策;接着选取5个典型地区,具体从电厂、用户、储能等方面对其调峰辅助服务市场政策及机制进行了归纳分类和对比分析;最后结合我国电力调峰辅助服务市场发展背景以及各地区调峰服务市场的发展实际,在构建新型电力系统的目标导向下,提出了4点建议,以期为新时期我国调峰辅助服务市场的建设提供研究方向,为高比例可再生能源的消纳提供新思路。 With the continuous expansion of grid-connected scale of new energy power generation the pressure of power grid peak load regulation increases increasingly, so it is difficult to meet the need of rapid development of new energy, and it becomes a burning question how to complete and deepen the mechanism of ancillary peak regulation service market and then to improve the regulation ability of power grid. On this background, firstly, the development history and key policies of China’s auxiliary power service market were sorted. Secondly,five typical regions were chosen to carry out the inductive classification and comparative analysis on the policy and the mechanism of their auxiliary peak-load regulation service market. Finally, combining with the developmental background of China’s auxiliary peak-load regulation service market and the actual developmental situation of the peak-load regulation service market in each region, under the goal orientation of constructing new type power system four suggestions are put forward to provide research direction for the construction of China’s auxiliary peak-load regulation service market in the new period and to give a new thought for the accommodation of high proportion of renewable energy.
