摘要
国有资产管理工作规范化、标准化、制度化,是提高县(区)级行政事业单位行政效能的重要抓手。梳理了国内外部分地区的国有资产管理案例及其成效,比较分析了我国国有资产管理实践的不足,指出部分县(区)行政事业单位国有资产管理普遍存在管理体制机制不完善、内控制度不健全、超标准配置、处置入账与调账不及时等问题,最后提出借鉴先进管理经验,健全国有资产监督管理体系;成立投资运营机构,推进数字化管理水平全面提升;强化存量资产盘活力度,推动国有资产发挥更大效益;提升国有资本实力,做大做强储备资产和备份经济等4个建议。
Procedure-based,standardized and institutionalized state-owned asset management constitute an important enabler for improving the efficiency of administrative institutions at the county(district) level.The article offers a review of the cases of state-owned asset management and their effectiveness in major economies around the world.It also provides a comparative analysis of the weak links of China’s state-owned asset management practices,pointing out that some counties(districts) generally have problems in the management of state-owned assets in administrative institutions,such as deficient management systems and mechanisms,unsound internal control systems,over-standard allocation,and untimely disposal of entries and account adjustment.Finally,four recommendations are made,namely,drawing on advanced management experience to improve the state-owned asset supervision and management systems,setting up investment and operation institutions and promoting the overall improvement of digital management,stepping up efforts to revitalize the stock assets and facilitating state-owned assets to generate greater benefits,and enhancing the strength of state-owned capital and going big and strong in reserve assets and backup economy.
