城市绿色全要素生产率的重新测算及经济解释——基于规模效应和产业选择的视角 被引量:5

摘要 在重构投入产出数据的基础上,对2004—2018年城市绿色全要素生产率变化进行重新测算,从规模效应和产业选择视角对城市绿色全要素生产率的时空特征和增长机制进行经济解释。研究发现:我国城市绿色全要素生产率增长在此期间的发展可分为两个阶段,绿色全要素生产率增速震荡下滑阶段、绿色全要素生产率增速明显上升阶段,相应的绿色全要素生产率增长模式呈现出由总规模效应主导到进入转型期的特点。绿色全要素生产率增长的空间异质性表现出“东部>西部>中部”的特点,各区域的绿色全要素生产率增长模式和工业化进程对此提供了充分的解释;绿色全要素生产率增长机制的实证研究,进一步证实了城市规模是城市绿色全要素生产率增长的重要诱因,但效应渐趋减弱;东部最大程度上从产业结构演进和工业化进程中获益。除此之外,教育资源和研发经费越充足越有助于城市绿色全要素生产率增长,且其作用在新常态以来越发重要。高质量发展阶段改善城市绿色全要素生产率,可从规模视角构建大中小城市协调发展格局,科学确定各级城市规模;实施差异化的区域产业发展路径,中部和东部城市应更注重组织或制度创新以及技术变革,西部城市应将绿色生产技术与工业化发展结合起来以实现“弯道超车”;多策并举强化人力资本支撑,营造创新氛围。 Based on the reconstruction of input-output data,the authors recalculate the change of urban green total factor productivity(GTFP)from 2004 to 2018,and makes an economic explanation of the temporal and spatial characteristics and growth mechanism of urban green total factor productivity from the perspective of scale effect and industrial selection.The results show that:the change of GTFP growth in Chinese cities can be divided into two stages,namely,the fluctuating and declining stage of GTFP growth(2004-2014)and the obvious rising stage of GTFP growth(2015-2018);and the corresponding GTFP growth model shows the characteristics of leading from the total scale effect to entering the transition period.The spatial heterogeneity of GTFP growth shows the characteristics of"East>West>middle",which is fully explained by the GTFP growth mode and industrialization process of each region;the empirical study on the growth mechanism of GTFP further confirms that city size is an important inducement for the growth of urban GTFP,but the effect is gradually weakened;and the east regions benefit from the evolution of industrial structure and the process of industrialization to the greatest extent.In addition,the more sufficient educational resources and R&D funds are,the more conducive it is to the growth of urban GTFP,and its role has become more and more important since the new normal.Therefore,to improve urban GTFP at the stage of high-quality development,we should,first,build a coordinated development pattern of large,small and medium-sized cities from the perspective of city scale,and scientifically determine the size of cities at all levels;second,we should implement differentiated regional industrial development paths,cities in central and eastern China should pay more attention to organizational and institutional innovation and changes in technology,and cities in western China should combine green production technologies with industrialized development to realize"overtaking on the curve";and third,we should take multiple
