摘要
共同富裕是社会主义的本质要求,是中国式现代化的重要特征。高质量发展是共同富裕的重要前提。服务经济在国民经济地位日益提升,在经济服务化背景下,推动服务业高质量发展对实现共同富裕的目标有着极为重要的作用。采用2005—2021年浙江省11个城市的面板数据研究浙江省服务业高质量发展对城乡区域发展差距和区域经济协调发展的影响,研究表明:浙江省服务业高质量发展通过促进产业结构升级、城镇化、进出口贸易等途径缩小城乡区域发展差距,但难以直接促进区域经济协调发展;服务业高质量发展不但能缩小本地区的城乡区域发展差距,也能缩小临近地区城乡区域发展差距;服务业高质量发展难以促进本地区和临近地区的区域经济协调发展,可能是因为服务业容易形成产业集聚效应,形成空间上的集中分布,加之浙江省服务业尚未形成循环累积因果关系,生产性服务业和制造业的良性互动和相互促进尚未有效实现。为更好地推动服务业高质量发展建设共同富裕示范区,应培育城乡地区多层次市场主体,释放服务业空间溢出效应,缩小城乡地区发展差距;协调区域异质性发展基础,促进服务业与制造业深度融合、双向循环;加速服务业产业结构优化升级、稳步推动城市化进程、坚持服务业双向开放,强化服务业高质量发展提升共同富裕效能。
Common prosperity is a defining feature of socialism,it is also the important feature of Chinese modernization.High-quality development is an important prerequisite for common prosperity.The service economy is playing an increasingly important role in the national economy.In the context of economic service,promoting the high-quality development of the service industry plays an extremely important role in achieving the goal of common prosperity.The panel data of 11 cities in Zhejiang Province from 2005 to 2021 are used to study the impact of high-quality development of service industry in Zhejiang Province on urban-rural regional development gap and regional economic coordinated development.The empirical results show that:high-quality development of service industry in Zhejiang province can narrow urban-rural regional development gap through industrial structural upgrade,urbanization,and international trade,but cannot directly promote the coordinated development of regional economy;the high-quality development of the service industry can not only narrow the gap between urban and rural development in the region,but also narrow the gap in neighboring regions;the high-quality development of the service industry cannot promote the coordinated development of the regional economy in this region and in the neighboring regions,and the reasons may be that the service industry is easy to form industrial agglomeration effect,forming a concentrated distribution in space;in addition,the service industry in Zhejiang has not formed a circular cumulative causal relationship,and the positive interaction and mutual promotion between producer service industry and manufacturing industry has not been effectively realized.In order to better promote the high-quality development of the service industry and build a demonstration area for common prosperity,we should,first,cultivate multi-level market players,unleash the spillover effect of the service industry,and narrow the development gap between urban and rural areas;second,we should co
