摘要
乡村法治文化建设为乡村治理提供了合法性基础,有利于推动乡村治理的现代化,并助力广大农村地区全面振兴。但受传统“无讼”观念影响,“人情”先于法治、形式大于实质、用“权”多于用“法”及重短期效应轻长远发展等不良法治文化现象还比较突出,应在强化主体责任、扩大宣传教育的基础上,积极培育法治人才并构建协同推进的长效运行机制,真正形成具有地方特色的乡村法治文化发展模式,推进乡村治理体系和治理能力的现代化。
The construction of the rural rule of law culture provides a legitimate basis for rural governance,which is conducive to promoting the modernization of rural governance,and helps the overall revitalization of rural areas.However,under the influence of the traditional concept of"no litigation","human relationship"precede the rule of law,form is more important than substance,"power"is more important than"law",and short-term effects are more important than long-term development.On the basis of strengthening the main responsibility and expanding publicity and education,we should actively cultivate rule of law talents and build a long-term operating mechanism for coordinated promotion,so as to truly form a rural rule of law culture development model with local characteristics,and modernize the rural governance system and capacity.
