摘要
近年来,交通基础设施建设力度加大,跨海桥梁工程越来越多。2011年交通运输部发布的《公路桥梁和隧道工程施工安全风险评估指南》,未针对复杂海域建立指标体系。复杂海域桥梁工程施工,面临海洋环境、气象条件、海底线缆保护、航道等外界影响。海上桥梁施工叠加海洋施工环境,面临较大施工安全风险。为进一步做好复杂海域施工安全风险辨识和估测,精准查找复杂海域施工安全风险,基于工程类比法、文献调研法、专家调查法等方法,研究建立复杂海域施工安全总体风险评估指标。该指标体系可为类似项目开展施工安全风险评估提供依据,也可为类似项目安全管理提供借鉴。
In recent years, the construction of transportation infrastructure has been intensified, and there are more and more sea-crossing bridge projects. There is no index system for complex sea areas in the Guidelines for Safety Risk Assessment of Highway Bridge and Tunnel Engineering Construction issued by the Ministry of Transport in 2011. The construction of bridge projects in complex sea areas is subject to external influences such as marine environment, meteorological conditions, submarine cable protection and waterway. The construction of offshore bridge is superimposed with the marine construction environment, which imposing great construction safety risks. In order to further identify and estimate construction safety risks in complex sea areas and accurately locate construction safety risks in complex sea areas, in this paper, overall risk assessment indicators for construction safety in complex sea areas are studied and established based on project analogy method, literature research method, expert investigation method and other methods. This index system can provide the basis for the construction safety risk assessment and provide reference for the safety management of similar projects.
