摘要
文章从监管机制、主体监管、过程监管和监管效果四个维度构建区域市场主体信用监管水平评价指标体系,并基于2016—2018年广西14个地级市域的数据,综合运用层次分析法、熵值法和聚类分析法对广西进行信用监管水平评价和地理时空差异分析。结果表明:(1)广西地域范围内市场主体的信用监管整体水平得到有效提升,但仍存在明显的区域差异和各监管维度差异。(2)市场主体信用监管整体实现了由较低信用水平向更高信用水平跃升,并形成了监管水平高值多中心空间分布格局。(3)信用监管水平受政治经济发展水平影响,对不同监管环节的倚重偏差也会导致各市优劣势差异,各市间缺乏协同和联动进一步加剧了市场主体信用监管的区域差异。
This paper constructs the evaluation index system of credit supervision level of regional market entities from four dimensions of supervision mechanism,entity supervision,process supervision and supervision effect.Based on the data of 14 prefectural-level cities in Guangxi from 2016 to 2018,it uses the methods of AHP,entropy and cluster analysis to evaluate the level of credit supervision and analyze the geographical spatial-temporal differences in Guangxi.The results show that:1)The overall level of credit supervision of the market entities in Guangxi has been effectively improved,but there are still significant regional differences and differences between four dimensions.2)The credit supervision of the market entities has realized the leap from the lower credit level to the higher credit level,and has formed the multi-center spatial distribution pattern of the high-value supervision level.3)The level of credit supervision is affected by the level of political and economic development,the bias of different supervision dimensions will also lead to the differences of advantages and disadvantages among cities,the lack of coordination and linkage among cities further aggravates the regional differences of credit supervision of market entities.
