摘要
科技创新领域是最早接受容错思想并将其上升到法律保障高度的领域,但科技创新容错实践发展却相对缓慢。本文在对科技创新容错现实困境进行分析的基础上,重新界定了容错、容错机制以及科技创新容错机制的概念和内涵,提出企业科技创新容错机制是在因某些原因使得成功因素出现变数的情况下也可以尽可能保障科技创新成功的一系列制度安排的观点,采用系统论方法构建了以“识错-析错-纠错-容错”四个功能为主体的容错系统模型,并对四个功能模块的具体操作程序和方法进行研究,设计了企业科技创新容错补充机制,以供研究参考。
Technological innovation is the first field which accepted the idea of fault tolerance and raised it to the level of legal protection,but the development of the practice of fault tolerance for technological innovation is relatively slower.Based on the analysis of the practical dilemma of fault tolerance for technological innovation,the paper redefined the concept and connotation of fault tolerance,fault tolerance mechanism and fault tolerance mechanism for technological innovation,and put forward the idea that the fault tolerance mechanism for enterprise technological innovation is a series of institutional arrangements to ensure the realization of technological innovation objectives as much as possible although there are some adverse factors.The paper constructed a fault tolerance theoretical model by using the method of system theory.And then we studied the specific operation procedures and methods of the four functional modules,they are identify fault,analyse fault,correct fault,and tolerate fault.Finally,a series of fault tolerant supplemental mechanisms for enterprise technological innovation are designed for reference.
