摘要
生态宜居是乡村振兴战略的重要内容。人口老龄化背景下,我国农村老年群体面临住房条件差和改造难的现实困境。基于山东省三个村庄的实地调研,研究从“国家——社会——家庭”视角出发,深入剖析农村老人住房改造的阻碍因素,并提出有效对策。研究发现,农村住房改造政策缺乏“适老性”难以满足老人住房改造需求,乡土社会传统村落文化抑制了农村老人住房改造的意愿,劳动力外流背景下农村家庭养老功能弱化以及老人群体自身的经济劣势使其无力自行改造住房。破解农村老年群体住房改造难题,需完善住房改造相关政策、营造新型村落文化、改善农村家庭经济水平和养老功能,进而实现农村老年群体高质量生活品质,并助力全面推进乡村振兴。
Ecological livability is an important part of the rural revitalization strategy.Under the background of population aging,the rural elderly groups in China face the practical dilemma of poor housing conditions and difficulties in housing renovation.Based on the field investigation of three villages in Shandong province,this study deeply analyzes the obstacles of rural elderly housing renovation from the perspective of"state-society-family"and puts forward effective countermeasures.It is found that the rural housing renovation policy lacks the adaptability for the elderly,and it is difficult to meet the needs of housing renovation for the elderly.The traditional village culture of the local society inhibits the willingness of the rural elderly to renovate their housing.In addition,under the background of labor outflow,the weakening of the rural family's pension function and the economic disadvantage of the elderly make them unable to renovate their own housing.Therefore,to solve the problem of housing renovation of rural elderly,it is necessary to improve the relevant policies of housing renovation,create a new village culture,improve the economical level and pension function of rural families,so as to achieve the high-quality life of rural elderly groups and help comprehensively promote rural revitalization strategy.
