摘要
养老保险制度改革是一项系统工程,直接关系到高校教职工的切身利益,也关系到高校的稳定和健康发展。高校养老保险制度改革提高了教职工的参保意识,有利于高校人才队伍建设,促进了高校稳定和谐的校园用工环境建设。随着过渡期养老保险改革的深入推进,高校在转移接续、退休办理、缴费基数等方面还面临诸多问题。为避免矛盾爆发,过渡期内应着力加强信息技术建设,充分借鉴北京市社保工作经验,建立符合高校特点的社保政策,建立多支柱高校养老保险体系,以推进校养老保险改革平稳、有序、有效进行,确保高校长期、稳定发展。
The reform of the endowment insurance system is a systematic project,which is directly related to the vital interests of college faculty and staff,as well as the stability and healthy development of colleges and universities.The reform has improved the awareness of the faculty and staff to participate in insurance,which is conducive to the construction of the talent team in colleges and universities,and promotes the construction of a stable and harmonious campus employment environment.With the in-depth promotion of reform during the transitional period,colleges and universities are still facing many problems such as transfer and continuation,retirement management,and contribution bases.In order to avoid the outbreak of contradictions,during the transitional period,efforts should be made to strengthen the construction of information technology,fully learn from the experience of Beijing’s social security management,establish social security policies that meets the characteristics of colleges and universities,and establish a multi-pillar college endowment insurance system.Only in this way can we ensure the smooth,orderly and effective implementation of the reform of endowment insurance system,thus,to promote the long-term and stable development of colleges and universities.
