摘要
“十四五”时期,“公转铁”仍将是国家层面的重大任务和行动。铁路货运市场化定价不仅有助于增强自身经营能力和水平,也是推进“公转铁”的一项重要手段。通过梳理我国铁路货运市场化定价相关政策文件,结合对实际生产营销的调研,总结市场化定价中存在的5个方面不足,提出完善铁路货运定价规章文件、明确目标市场并适当拓宽货源、提高市场价格调查信息质量、根据货物性质放宽品类限制、完善不同服务产品比价关系等策略与建议,为铁路货运营销部门提供决策支持,助力“公转铁”持续高质量推进。
During the“14th Five-Year Plan”period, the modal shift from road to rail is still a major task and action at the national level. The market-oriented pricing of railway freight not only helps to enhance its operating ability and level but also is one of the important means to promote the modal shift. After sorting out the relevant policies of railway freight market-based pricing and combining the actual development of railway freight in China, this paper put forward some strategies and suggestions for five deficiencies in market-based pricing. The suggestions included perfecting railway freight pricing regulations and documents, clarifying the target market and expanding the source of goods, raising the information quality of market price surveys, relaxing category restrictions according to the nature of goods, and improving the price comparison relationship between different service products. This study can provide decision support for the railway freight marketing department and help the continuous and high-quality promotion of the modal shift from road to rail.
