摘要
为了进一步促进城市韧性的机理性定量化评估方法与规划的融合,通过文献综述、归纳总结和概念推演等方法,梳理了城市韧性概念内涵与机理表达,凝练了评估方法与阈值量化方法的类型,发展了基于时间表征、结构属性、空间联系、功能满足的定量化评估流程和考虑目的性、动态性特征的量化表达方法,探讨了包含灾害危险表达、系统层级的韧性融入和规划编制的韧性化3个理论维度框架的策略,以应对国土空间规划在综合考虑多灾种危险性的协调性不足、韧性要素与指标缺乏多层级传导、规划过程在策略与编制阶段韧性不足三方面问题.
To further promote the integration of mechanical quantitative assessment methods and planning of urban resilience,the concept connotation and mechanism expression of urban resilience were sorted out through literature review,induction and concept deduction,and the types of evaluation methods and threshold quantification methods were summarized.A quantitative evaluation process based on time characterization,structural attributes,spatial connections,and functional satisfaction was developed,and a quantitative expression method considering purposive and dynamic characteristics was proposed.Three dimensions framework of strategy including disaster risk expression,integration of resilience at the system level and resiliency of planning was discussed in order to cope with the problems in territorial and spatial planning of insufficient coordination in considering the risks of multiple disasters,lack of multi-level transmission of resilience elements and indicators,and lack of resilience at strategy in the planning process and preparation stage.
