摘要
加强对“一把手”的监督管理是新时代党要管党、从严治党的重要举措,也是推进“关键少数”廉洁从政的重要抓手。在我国现有的政治体制框架下,县级政权居于国家政权体系中“上”关中央政权安稳,“下”系百姓切身利益的基础地位,作为地方政权“一把手”的县委书记廉洁与否直接关系到基层政治生态的健康。近年来,县委书记腐败特征多样化,其腐败的生成有着腐败产生的普遍性规律,也有着其内在生成的特殊性。从权力的二维性来看,权力集中过度与权力监督失范的二维张力失衡是县委书记腐败的主要发生机制。因此,治理县委书记腐败应该准确厘定县委书记的权力边界,科学设置权力运行的规则,提升权力监督的自觉性和有效性,压缩权力行使的任性空间。
Strengthening the supervision and management of the″top leaders″is an important measure for the Party to regulate and govern itself strictly in the new era,and an important starting point for promoting the″key minority″to be honest in politics.Under the current political system framework of our country,the county-level political power in the national political power system is″above″the stability of the central government,and″below″the fundamental position of the vital interests of the people.As the″top leader″of the local political power,the integrity of the county party secretary is directly related to the health of the grass-roots political ecology.In recent years,the characteristics of corruption of county party committee secretaries are diversified.The generation of corruption has both the universal law of corruption and the particularity of its internal generation.From the perspective of the two-dimensional nature of power,the imbalance between the excessive concentration of power and the two-dimensional tension of the anomie of power supervision is the main mechanism of corruption of the county party secretary.Therefore,the governance of corruption of county party committee secretaries should accurately determine the power boundary,scientifically set the rules for power operation,enhance the consciousness and effectiveness of power supervision,and reduce the capricious space for power exercise.
