摘要
基层是全过程人民民主的重要实践场域,科学把握基层全过程人民民主的运作模式与内在机理,有助于提升基层治理体系与治理能力现代化水平。以Q社区为案例进行系统考察发现,基层全过程人民民主体现为“三全合一”的运作模式:一是全方位动员,全过程人民民主有效运转的前提是有效动员多元主体,使得多元主体愿意参与、能够参与;二是全体系架构,基层治理的复杂性决定了需要构建由多维民主制度要素构成的、与之相适应的制度体系;三是全流程监督,民主程序的效能有赖于强有力的、持续性的监督保障。Q社区的案例表明,基层全过程人民民主的有效运转依赖于三个基础性要素:高度参与的人、韧性的制度与持续的监督,这三个要素分别构建了真实管用的民主制度的社会基础、组织基础与责任基础。“三全合一”的基层全过程人民民主运作,为推动基层民主、打造基层治理共同体提供了可资借鉴的经验。
The primary level is an important field for the whole-process people’s democracy.Understanding the operational pattern and internal mechanism of the primary-level whole-process people’s democracy has its advantages in improve the modernization of the governance system and capacity at the primary level.This article resorts to the democratic mechanism in Q community,aiming to offer a full description of the primary-level whole-process people’s democracy.The results shows that the“integrating three wholes into one”is an operational logic of the primary-level whole-process people’s democracy.The first is“the whole mobilization”.The premise of the primary-level whole-process people’s democracy is people’s participation with the will and the capacity.The second is“the whole systems”.The complexity of the primary-level governance calls for a sort of institutional system involving diverse democratic institutional elements,which can adapt to the primary-level governance.The third is“the whole scrutiny”.The scrutiny can ensure the responsibilities of the democratic procedure and different actors.Based on the experience of Q community,the effectiveness of the primary-level whole-process people’s democracy is dependent upon the following elements:participants with high interest,resilient institutions and consistent scrutiny,which respectively form the social base,organizational base and responsible base of a real and effective democracy.To sum up,The logic of“integrating three wholes into one”of the primary-level whole-process people’s democracy offers enlightenment for building the primary-level democracy and the community of the primary-level governance.
