科技资源配置与创新型产业集群TFP的多重并发因果关系及组态路径研究——基于28个省域的fsQCA分析 被引量:4

摘要 创新型产业集群是促进传统产业转型升级和新兴产业培育发展、提升区域和产业整体创新能力及国际竞争力的中坚力量。面对国内各区域创新型产业集群发展良莠不齐的现状,以国内28个省域为案例,利用fsQCA方法,就科技资源配置规模、配置方式和配置环境对实现创新型产业集群高/低TFP的多重并发因果关系进行研究。结果显示:①中国创新型产业集群TFP增长呈现出明显的区域差异,TFP>1的省(区、市),其增长动力为技术进步,TFP<1的省(区、市),其主要原因是技术进步指数较低和资源规模投入产出不足。②中国各区域创新型产业集群TFP增长在科技资源要素投入方面存在复杂并发的多元组态,任何单一条件对创新型产业集群产生高/低TFP均不构成必要条件。存在4种创新型产业集群产生高TFP的组态:“人才资金驱动型开放创新模式”“市场环境驱动型开放创新模式”“结构资源驱动型创新模式”以及“全要素驱动型创新模式”。③科技人才、科技经费投入和区域开放水平在众多高TFP组态路径中大都充当着核心变量,是实现创新型产业集群高TFP所必需的普遍条件。 In order to study the multiple concurrent causality and configuration path of science and technology resource allocation to innovative industrial cluster TFP,this study first uses the DEA Malmquist model to calculate and analyze the Malmquist index of 28 domestic provincial innovative industrial clusters;Secondly,an analytical framework of S&T resource allocation scale,allocation mode and allocation environment(S-M-E)is constructed.Through the method of fuzzy set qualitative comparative analysis(fs QCA),the multiple configuration paths of 28 provincial S&T resource allocation scale,mode,and environment for innovative industrial clusters to generate high/low TFP are analyzed.The conclusions of this study are as follows:The TFP growth of China's innovative industrial clusters shows obvious regional differenc es.The provinces with TFP>1 accounted for 57.14%,mainly concentrated in the eastern coastal areas,and the growth was driven by technological progress;The provinces with TFP<1 accounted for 42.86%,mainly concentrated in the western region.The main reason for the restriction of TFP growth is the lack of technological progress index and scale efficiency.The TFP growth of each regional innovative industrial cluster has complex and concurrent multiple configurations in terms of allocation of scientific and technological resources.Any single condition does not constitute a necessary condition for the cause of the high/low TFP of innovative industrial clusters.There are four high TFP configuration paths for innovation-oriented industrial clusters:①The"talent capital driven open innovation model"with scientific and technological personnel,scientific and technological funds investment,and regional opening level as the core;②The"market environment driven open innovation model"with the market allocation of resources,industry-university research cooperation and regional opening as the core;③"Structural resource driven innovation mode"with scientific and technological personnel,scientific and technological funds or re
