摘要
统筹发展和安全,在高水平对外开放中筑牢国家安全屏障,是推进制度型开放和构建新发展格局的核心问题。文章以透明度规则为例,分析国际经贸规则以维护国家安全为目标演进的理论基础与实践路径。基于理论分析、指标测算及实地调研,文章将国际高标准贸易投资规则与中国参与的区域贸易协定中的透明度规则、当前自由贸易试验区透明度规则进行对标分析。文章认为,为确保国家安全的基础上推进更高水平对外开放,应注重安全性与透明度的平衡,构建更高对外开放条件下的国家安全保障机制,全方位提升维护国家安全的能力,以创新发展保障国家安全、以加强互信促进国家安全、以公众参与守护国家安全,以技术进步适应新安全环境。
The core issue of promoting institutional opening-up and building a new development pattern is to balance development and security.Taking transparency rules as the example,this paper analyzes the theoretical basis and practical path of the evolution of international economic and trade rules with the goal of safeguarding national security.Based on theoretical analysis,indicator measurement and field research,this paper conducts a benchmark analysis of the international high-standard trade and investment rules,the transparency rules in the regional trade agreements in which China have participated,and the transparency rules of the current free trade pilot zones.This paper holds that in order to advance opening-up at a higher level on the basis of ensuring national security,it is necessary to attach importance to the balance between security and transparency,construct a national security guarantee mechanism under the higher opening-up condition,improve the ability to maintain national security in an all-round way,safeguard national security with innovation-driven development,promote national security through enhancing mutual trust,safeguard national security with public participation,and adapt to the new security environment with technological progress.
