摘要
中国高等教育发展的根本所在,就是要坚持党对大学治理的制度安排,党委领导下的校长负责制已成为中国特色的大学制度。探讨了大学内部治理模式生成的多重逻辑、治理结构的制度设计、治理制度实践的核心命题;针对实践中出现的问题,认为要进一步完善党对大学全面领导的体制机制,重视贯通大学内部组织治理体系,细化大学党政议事决策机制等。在新的历史时代,大学的善治要着眼于建设高等教育强国、推动大学治理能力和治理体系现代化的需要,坚持和加强党对高校的领导,全面贯彻党的教育方针,坚持社会主义办学方向,以改革创新推动大学治理的制度建设和能力建设;充分发挥大学内部“一主多元”共同治理的协同作用,深入推进党建引领大学基层治理,夯实大学基层治理的根基,依法依规推进大学的系统治理,努力构建大学和谐共治的文化生态。
The development of universities in China lies basically in adhering to the institutional arrangement of the Party for university governance,and the headmaster-in-charge system under the leadership of the Party Committee has become university systems with Chinese characteristics.This paper discusses the logics,system design,and key propositions about internal governance of Chinese universities.As for the problems in practice,it is necessary to attach importance to integrating governance systems and improve the discussion and decision-making mechanism of Party and government.In the new historical era,it is important to adhere to and strengthen the party’s leadership over universities,to implement Party’s educational policy comprehensively,to adhere to the orientation of socialistic management of school,to promote the institutional and capacity-building of university governance through reform and innovation,to give full play of“one principal and multiple”co-governance within universities,to improving the social participation systems,to improve the systems and mechanisms of university governance,to deepen Party building to lead university governance,and to promote university governance by laws and regulations so as to build a cultural ecology of harmonious co-governance of universities.
