摘要民族地区社会治理是国家治理体系与治理能力现代化进程中的短板,在十四五规划“固根基、补短板、强弱项”的时代背景下,突破民族地区社会治理之桎梏,必须以历史为源头厘清民族地区社会治理思想演进与治理脉络。理论导向下的历程分析呈现了民族地区治理思想“华夏一统观—马克思主义民族学说—中华民族共同体意识”的逻辑演进。实践导向下的脉络梳理则彰显了民族地区社会治理模式“乡规民约模式—互助共同体模式—行政国家模式”的三维转化。在“共建共治共享”社会治理总格局的时代语境下,民族地区社会治理之优化须遵从以下路径:其一,重构治理主体,从“管理”转向“治理”,实现“一元主导”向“多元协同”之转向;其二,重塑治理流程,促成多民族整合互嵌,推进“碎片管理”到“系统整合”之转变;其三,重置治理目标,以人为本,达成“工具理性”到“价值理性”之转换。 Social governance in ethnic regions is a deficiency in the process of modernization of national governance system and governance capacity.Against the background of the 14 th Five-Year Plan,“fixing the foundation,making up for shortcomings,strong and weak”,breaking through the shackles of social governance in ethnic regions,we must take history as the source to clarify the evolution and logic of social governance thought in ethnic regions.The course analysis under the guidance of theory has presented the logical evolution of the thought of governance in ethnic regions,“the unified view of China—Marxist ethnic theory—the sense of community for the Chinese nation”.Under the guidance of practice,the collation of the context has highlighted the three-dimensional transformation of the social governance model in ethnic regions,namely,the model of rural rules and regulations—the model of mutual assistance community—the model of administrative state.In the context of the general pattern of social governance of “co-construction,co-governance and sharing”,the optimization of social governance in ethnic regions should follow these paths:first,reconstruct the main body of governance by shifting from “management” to “governance” to realize the turn from “unitary leadership” to “pluralistic coordination”;second,rebuild the governance process by promoting the transformation from “fragmented management” to “system integration”;third,reset the goal of governance by putting people first to achieve the transformation from “instrumental rationality” to “value rationality”.
