摘要
数字经济是当前最具活力与创新力的经济形态,已成为拉动全球经济发展的新引擎。实践中快速发展的数字经济对统计核算提出了新的要求,但当前国际上对数字经济核算还有许多内容仍未形成共识。本文选取国际上关于数字经济核算领域最受关注的口径界定、统计分类与测度实践三个方面进行梳理与比较。首先,对基于自下而上法、自上而下法和灵活界定法的数字经济核算口径进行归纳与比较;其次,对主要国家和国际组织编制的数字经济统计分类体系进行梳理与比较;最后,从数字经济增加值核算、数字经济相关指数的编制和数字经济卫星账户构建三个方面探讨国际上对数字经济的测度实践。本文有利于明晰数字经济核算的国际进展,为中国实践开展数字经济核算提供参考。
With the deepening and application of the new generation of information technologies such as blockchain,cloud computing,Internet of Things,and artificial intelligence,China is entering a new stage of digital development.Accordingly,the digital economy has gradually become a new economic form after the agricultural economy and industrial economy.The Reform Plan of Statistical Modernization during the 14th Five-Year Plan Period clearly points out that we should formulate the statistical classification standard of digital economy industry and scientifically define the statistical scope of digital economy industry.In addition,it is necessary to establish a statistical monitoring system for the digital economy,strengthen regular statistics in relevant fields,and timely reflect the in-depth integration of digital industry,digital technology and economic activities.Moreover,we should carry out statistical accounting of the digital economy and reflect the scale,speed and structure of the development of digital economy accurately.At the central level,the digital economy was written into the government work report for the sixth time in the year of 2022.At the local level,26 provincial regions,as of 2020,have made it clear that they would vigorously develop the digital economy and actively cultivate new formats for digital economy development.The rapid development of digital economy puts forward new requirements for statistical accounting.Overall,the statistical calculation of digital economy in foreign countries is relatively early,and the accounting system is gradually becoming complete and mature.In contrast,China officially released the first statistical classification closely related to the digital economy called Digital Economy and its Core Industries Statistical Classification in June 2021,which scientifically defines digital economy and makes an industrial classification.According to existing literature,statistical accounting results of the digital economy vary greatly,mainly due to the following three aspects.The f
