摘要
加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局,要求深化要素市场改革,提升资源配置效率。文章基于中国地级及以上城市面板数据,在测度城市资本和劳动力错配指数的基础上,将高铁开通视为一项准自然实验,运用双重差分模型,实证考察高铁开通对城市资源错配的影响。研究发现:高铁开通能够显著改善站点城市的资本错配和劳动力错配,提升资源配置效率,且在一系列稳健性检验后,核心结论仍然显著成立;进一步分析表明,高铁开通对资源错配的改善效果受到地区差异、城市规模大小的影响。加快高铁网络建设、培育发展“高铁经济新业态”是改善城市资源错配状况的有效路径。
Accelerating the formation of a new development pattern with domestic circulation as the main body and domes⁃tic and international double circulation promoting each other requires deepening the reform of the factor market and im⁃proving the efficiency of resource allocation.Based on the panel data of cities at prefecture level and above in China,and on the basis of measuring the misallocation index of urban capital and labor force,this paper regards the opening of high speed railway as a quasi natural experiment,and uses a DID model to empirically examine the impact of the opening of high-speed railway on the misallocation of urban resources.It is found that the opening of high-speed railway can signifi⁃cantly improve the capital misallocation and labor misallocation of the station cities,and promote the efficiency of re⁃source allocation.After a series of robustness tests,the core conclusions are still significantly valid;further analysis shows that the improvement effect of the opening of high-speed railway on resource misallocation is affected by regional differ⁃ences and city size.Speeding up the construction of high-speed railway network and cultivating and developing“new high-speed railway economy formats”are effective ways to improve the misallocation of urban resources.
