高校监督执纪的“四种形态”:现实问题、向度拓展及路径创新 被引量:2

摘要 党的二十大报告明确提出要坚定不移全面从严治党。监督执纪“四种形态”是习近平关于党风廉政建设重要论述的重要内容,其理论基础是习近平新时代中国特色社会主义思想,其实践基础是新时代全面从严治党的现实展开。目前,高校践行监督执纪“四种形态”面临理论内涵认识模糊、对监督执纪的主体责任不够明晰、立德树人根本任务落实不够到位、监督执纪精准性和系统性不足等现实问题。面对诸多问题,要真正贯彻和落实监督执纪“四种形态”,需要激活监督执纪“四种形态”的主体责任、加大高校监督执纪问责的广度、强化高校监督执纪的深度、以刮骨疗毒的勇气和担当提升监督执纪的功力。科学构建高校监督执纪“四种形态”,需要在思想上认识高校监督执纪的价值旨趣,强化高校党员干部、教师的理想信念,通过预防机制与问责机制的完善和实施,全方位地营造高校监督执纪的良好生态。 The report to the Twentieth National Congress of the Communist Party of China clearlydemanded consistency in full and strict governance over the Party. The “ four forms” ofdiscipline supervision and enforcement are important parts of Xi Jinping Thought on Party ’sWorking Style and a Clean and Honest Administration, whose theoretical basis is Xi JinpingThought on Socialism with Chinese Characteristics for a New Era, while practical basis is thefull and strict governance over the Party. In view of the realistic challenges faced by universitiesand colleges in implementing the “four forms” of discipline supervision and enforcement, suchas vague understanding of the theoretical connotation, inadequate normalization of thefundamental task of building morality and cultivating people, unclear main responsibilities, lackof precision and systematicness of discipline supervision and enforcement. In the face of manyproblems, in order to truly implement the “ four forms ” of discipline supervision andenforcement, we need to focus on four aspects: activating pluralistic entities to shareresponsibilities, strengthening the leadership of ideological work in universities and colleges,focusing on the basic functions of universities and colleges, and improving the ability ofsupervision and discipline enforcement with extraordinary courage. In the future, to scientificallyconstruct the “ four forms ” of discipline supervision and enforcement in universities andcolleges, it is suggested to strengthen the education of ideals and beliefs at the ideological level,promote the linkage between prevention and accountability mechanisms at the institutional level,so as to create the good ecology in an all-round way.
