摘要
土地整治是保障粮食安全的重要措施之一,结合实地调查分析了贵州近年来土地整治项目垦造水田开展情况。主要优势在于持之以恒实施垦造水田补充耕地;拓宽实施细碎化整治方式新增水田;辖区地级市出台土地整治垦造水田技术规范地指导开展垦造水田工作。为进一步助推研究区土地整治垦造水田工作,提出了完善垦造水田技术体系,形成不同类型区的技术方案;建议鼓励群众参与设计和建设,创新远程监控技术,加强从业人员技术培训;加大基础设施普惠面,降低生产困难度;多途径增强散户农户的种植粮食作物的积极性等建议。
Land consolidation is one of the important measures to ensure food security.This paper analyzes the development of paddy fields reclaimed by land consolidation projects in Guizhou Province in recent years.The advantage lies in that persistent reclamation of paddy fields to supplement arable land;small area land consolidation is implemented to supplement the reclamation of paddy land;the technical specifications have been sent out in some prefectures of Guizhou Province for guiding the reclamation of paddy.In order to promote the implementation of land consolidation and reclamation of paddy fields in Guizhou Province,some measures have been proposed,such as developing technical solutions in different types of areas to enrich the technical system of paddy field reclamation;encouraging public participation in the design and construction of land remediation projects;innovating remote monitoring technology;involving practitioners in more technical training;expanding the area of farmland infrastructure construction for reducing production difficulties and more ways to enhance farmers’enthusiasm to grow food crops.
