摘要
随着人民群众对城市综合管理服务的要求日益提高,如何贯彻好“城市管理应该像绣花一样精细”的理念、做好以“绣花功夫”破解城管难题这项工作成为城市综合治理的重点课题。研究探索实现城市管理要素、城市管理过程、城市管理决策等全方位智慧化的城市管理新模式,将A I技术引入城市综合管理非现场执法环节,充分利用前端监管设备、通过大数据、云计算、图像识别等技术及时发现并处置各类涉城市管理的违法问题,探索建立了“前端及时发现+后端依法处置”的独创性衔接机制。“平阳实践”表明,该机制有效提高了执法效率,节约了人力成本,为提升城市管理精细化、智能化、规范化以及助力城市管理取得实效起到了精准赋能作用。
With the increasing demand of the people for integrated urban management services,how to carry out the idea of"urban management should be as fine as embroidery"and solve the urban management problem with"embroidery skills"has become the key topic of integrated urban governance.Research to explore the implementation elements of urban management,urban management process,the urban management decisions such as the omnidirectional wisdom of the urban management mode,the AI technology is introduced into integrated urban management off-site enforcement link,make full use of the front-end equipment supervision,and through the large data,cloud computing,such as image recognition technology timely discover and dispose of all kinds of stakeholders of urban management and law,We explored and established an original connection mechanism of"front-end timely discovery+back-end legal disposal"."Pingyang Practice"has proved that the mechanism effectively improves the efficiency of law enforcement,improves work efficiency,saves labor costs,and plays a precise enabling role in improving the refinement,intelligence and standardization of urban management as well as facilitating the effectiveness of urban management.
