摘要
一场突如其来的新冠肺炎疫情,给城市治理带来了新的不确定性和复杂性挑战,深刻影响着社区治理的方方面面。基于百度慧眼、住建部门数据、卫健委公布的病例活动轨迹等多源大数据,以深圳X区为例,分析超大城市中心城区疫情防控、人口流动与社区治理三者关系。结果表明,与城市产业结构相应的高人口密度、高社交密度,与人口和土地城市化滞后引起的职住失衡和高建筑密度以及社区层面公共卫生资源总量不足配置不均等三大特征和问题。立足城市发展实际和以人为本理念,以人口流动为切入口,提出相关对策建议:培育“党建引领、多元主体协作”的社区治理机制;推进治理型更新改造,包括重视健康韧性社区规划、平战结合的应急体系规划和15分钟社区生活圈建设。
A sudden COVID-19 has brought new uncertainties and complex challenges to urban governance,and profoundly affected all aspects of community governance.Based on the multi-source big data such as Baidu Huiyan,data from the housing and construction department,and the track of case activity published by the Health Commission,this paper takes Shenzhen District X as an example to analyze the relationship between epidemic prevention and control,population mobility and community governance in the central urban areas of mega cities.The results show that there are three characteristics and problems:high population density,high social density corresponding to the urban industrial structure,mismatch of jobs-housing due to the lack of urbanized housing land,high building density,and insufficient allocation of public health resources at the community level.Based on the reality of urban development and the people-oriented concept,and taking population mobility as the key point,this paper puts forward relevant countermeasures and suggestions:cultivate a community governance mechanism that is"led by Party building and coordinated by multiple subjects";We will promote governance-based renewal and transformation,including paying attention to the planning of healthy and resilient communities,the planning of an emergency system that combines peacetime and wartime,and the construction of a 15 minute community life circle.
