摘要
“放管服”改革是我国为适应经济体制变化和推进行政体制改革的重大理论与实践创新,为技能人才评价机制的改革提供了保障。在“放管服”改革背景下,我国在技能人才评价机制的改革方面进行了大量的探索,并提出建立和完善职业技能等级认定制度。职业技能等级认定制度在认定主体、监管方式和服务对象三个方面推进简政放权、放管结合、优化服务,并为“放管服”改革的深化提供人才支撑。
The reform of decentralization management and service is the important theoretical and practical innovations to adapt to the changes in the economic system and to carry out administrative reform.Under this background,China has made a lot of exploration in the reform of skills evaluation mechanism and proposed to establish and improve the vocational skill level recognition system.The vocational skill level recognition system promotes the simplification of administration and decentralization,the combination of decentralization and the optimization of services in the three aspects of identifying subjects,supervision methods and service targets,which also provides talents and other contributions to the deepening of reform of decentralization,management and service.
