国土空间总体规划中的城市性质、发展目标及战略理论溯源与分析方法被引量：5

摘要科学、合理地确定城市性质、国土空间发展目标及国土空间开发保护战略是市县级国土空间总体规划编制的重要工作,但当前国土空间总体规划编制仍存在三者的概念缺项、混淆和套用等现象。文章通过梳理相关法律法规、标准规范及规划编制指南,发现城市性质源于城乡规划,体现国土空间总体规划依旧需延续对城市发展方向的战略引领;目标在当前语境下特指国土空间发展目标,其来源可追溯至土地利用总体规划、城市总体规划及主体功能区规划,是三者在目标层面的有机融合;战略是土地利用总体规划、城市总体规划及主体功能区规划的必要性内容,在国土空间规划背景下的国土空间开发保护战略更是对三者的延伸和发展。基于此,文章提出在“阶段特征—关联网络—区域战略影响”综合评判基础上的“性质—目标—战略”主线传导分析框架,认为对于城市性质,应厘清概念,明确维度;对于国土空间发展目标,应在城市性质的框架下聚焦空间,对应时间;对于国土空间开发保护战略,应在城市性质和国土空间发展目标的引领下,从国土空间开发和保护两个维度提出战略措施。在此基础上,文章结合湖北省随州国土空间总体规划实践,探索随州的城市性质、国土空间发展目标及国土空间开发保护战略,以期为市县级国土空间总体规划编制提供理论指导及实践参考。 The specification of urban nature,vision,and strategy is important in territorial space master plan at city and county level,yet there are problems of confusion and substitution of the definitions in practice.With a review of relevant laws,regulations,and guidelines,the paper finds that urban nature is a strategic guidance and it originates in urban master plan;urban vision refers to territorial space development vision that integrates visions from land use plan,urban master plan,and major functional zoning;urban strategy in territorial space preservation and development is an extension of strategies in land use plan,urban master plan,and major functional zoning.Based on a comprehensive evaluation of stage characters,related networks,and regional strategies,the paper proposes an analysis framework of nature,vision,and strategy of a city:nature shall clarify concepts and dimensions,vision shall focus on spaces with time,strategy shall include preservation and development.With Suizhou city as an example,the paper studies its nature,vision,and strategy,and provides a reference for territorial space master plan of at city and county level.
