摘要
基于2010—2019年中国13个粮食主产区的省级面板数据,深入分析三产融合对主产区粮食产业高质量发展的溢出机制,构建三产融合和主产区粮食产业高质量发展的指标体系,分别运用熵权法和层次分析法测算其发展水平,采用固定效应模型、中介效应模型、调节效应模型实证检验三产融合对主产区粮食产业高质量发展的影响。结果表明:三产融合能够促进主产区粮食产业高质量发展水平的提升,且对粮食产业的投入、产出、科技生态三方面产生明显的溢出效应。进一步检验表明,改善城乡劳动力要素的配置效率是三产融合对主产区粮食产业高质量发展发挥外溢效应的重要途径;政府支持在三产融合影响主产区粮食产业高质量发展过程中发挥正向调节作用。基于此,提出提高劳动力要素配置效率、增强政府扶持力度、完善利益联结机制等政策建议。
Based on the provincial panel data of 13 major grain producing areas in China from 2010 to2019,the paper analysed in depth the spillover mechanism of rural industrial integration on the high-quality development of the grain industry in major producting areas.To be more specific,while constructing an indicator system for the rural industrial integration and high-quality development of the grain industry,the paper measured their development level based on analytic hierarchy process and the entropy method.Furthermore,the paper adopted fixed-effect model,mediating effect model,moderating effect model and empirically to test the impact of rural industrial integration on the high-quality development of the grain industry. The results show that rural industry integration promotes the improvement of the high-quality development of the grain industry and has obvious spillover effects on the input,output and scientific and technological ecology of the grain industry.Further tests show that this spillover promotes the high quality development of the grain industry in the main producing areas by improving the allocation efficiency of urban and rural labor force elements.Meanwhile,the level of government support plays a positive role between rural industrial integration and high-quality development of the grain industry and has a positive moderting effect.Therefore,the paper puts forward a series of suggestions,such as improving the efficiency of factor allocation,enhancing government support,and improving the interest connection mechanism.
