摘要
行车调度员能力综合评价可为行车调度员的定级、选拔提供可靠依据。文章首先根据行车调度员的岗位职责,将行车调度员能力划分为基本能力、专业能力和管理能力,并作为一级评价指标。综合考虑行车调度岗位的作业特点,优选调度命令发布、列车运行计划管理、非正常情况下的行车调度、施工检修计划管理等11项重点作业内容作为二级评价指标,构建行车调度员能力综合评价指标体系。其次,结合行车调度岗位作业内容的多因素、模糊性等特点,运用AHP-模糊评价法对行车调度员能力进行综合评价。最后,以北京地铁某行车调度员考核成绩为例进行能力综合评价,判定该行车调度员的能力综合水平为优秀。
The comprehensive evaluation of traffic dispatchers'skills can provide a reliable basis for the grading and selection of traffic dispatchers.Firstly,according to the work responsibilities of traffic dispatchers,the skills of traffi c dispatchers are divided into basic skills,professional skills,and management skills,which are used as first-level evaluation indicators.Considering the operation characteristics of dispatching positions,11 key operation contents(such as dispatching order issuing,train operation plan management,abnormal traffic scheduling and construction and maintance plan management)are selected as secondary evaluation indexes and a comprehensive evaluation index system of dispatching skills is constructed.Secondly,combined with the characteristics of multi-factors and fuzziness of traffi c dispatching post,the AHP-Fuzzy evaluation method is used to evaluate the skills of traffic dispatchers comprehensively.Finally,taking the performance of a traffi c dispatcher in Beijing metro as an example,the comprehensive skills evaluation of traffi c dispatchers is judged to be excellent grade.
