摘要
[目的]调查上海市公立医院科技成果转化现状、存在问题,探讨促进公立医院科技成果转化策略。[方法]通过2016-2020年上海某高校12家附属医院专利申请/授权数目、成果转化金额、方式等指标了解科技成果转化现状,通过文献查阅及专家访谈汇总分析公立医院科技成果转化现有问题及其应对策略。[结果]2016-2020年上海某高校12家附属医院科技成果转化数目呈逐年增高趋势。然而,5年来1599项授权专利的成果转化率仅为4.3%,与国内外高水平科技成果转化的医疗机构相比仍有明显差距。12家医院间转化数目差距大,61.97%的科技成果转化金额小于100万元,91.67%的医院未设置科技成果专职转化服务人员。97%的科技成果通过许可和转让方式进行转化,尚未出现作价投资方式的转化案例。[结论]上海市公立医院科技成果转化过程主要存在专利数目多而转化少、专利价值不高,成功转化项目中小额项目占比大、缺乏专业科技成果转化服务团队以及作价投资转化方式受限等问题。建议采取优化科研评价体系、多部门联动制定转化负面清单、以高校为依托建立转化服务团队以及依托有利政策试点作价投资等措施加以改善。
Objective To investigate the current situation and problems of the transformation of scientific and technological achievements in Shanghai public hospitals, and explore strategies for promoting the transformation of scientific and technological achievements in public hospitals in Shanghai. Methods Undstood the current situation of the transformation of scientific and technological achievements through indicators such as the number of patents applications/authorizations, the amount and the methods of transformation of 12 hospitals affiliated with a university in Shanghai from 2016 to 2020. Literature review and expert interviews were conducted to explore the problems and coping strategies for the technology transformation. Results The number of the technology achievements transformation in the 12 affiliated hospitals continued upward trend year by years. While, over the 5 years, the achievement transformation ratio of 1,599 authorized patents only was 4.3%,and there was still a significant gap in domestic and foreign medical institutions with high-level scientific and technological achievements transformation. There was a large gap in the number of technological achievements among the 12 affiliated hospitals.61.97% technological achievements transformation amount was less than 1 million yuan, and 91.67% of hospitals did not set up full-time service personnel for technological achievements transformation.97% of technological achievements had been transformed through licensing and transfer, and no conversion cases had been found in the form of pricing investment was found. Conclusions The transformation process of technological achievement transformation in Shanghai public hospitals mainly has many problems, such as too many patents but less transformation, low patent value, large proportion of small-projects in successful transformation projects, lack of professional scientific and technological achievements transformation service team, and limited transformation methods of pricing and investment.
