摘要
本文以京津冀高铁网络为例,从直接社会效益和间接社会效益出发,建立综合评价指标体系,运用数据包络分析方法,建立改进的C^(2)R模型,分析京津冀高铁网络的社会效益。研究结果表明,2009-2020年的相对效率值均大于1,京津冀地区高铁的投入均产生良好的社会效益,投入与产出均达到有效配置。其中2020年相对效率值为4.38,投入产出效益最明显。2009年、2010年、2011年、2014年和2020年的规模效益值小于1,表示京津冀地区高铁建设运行的投入和产出效果良好。2020年京津冀高铁网络在产出效益和规模效益方面都达到最优状态。该研究结果将为京津冀高铁网络社会效益分析研究提供参考,也为高铁建设投资和优化产业结构提供依据。
This research took the Beijing-Tianjin-Hebei high-speed railway network as an example,starting from the direct social benefits and indirect social benefits,established a comprehensive evaluation index system,used the data envelopment analysis method,created an improved C^(2) R model,and analyzed the social benefits of the Beijing-Tianjin-Hebei high-speed railway network.The research results show that the relative efficiency values from 2009 to 2020 are greater than 1,the investment of high-speed rail in Beijing-TianjinHebei region has produced good social benefits,and the input and output have achieved effective allocation.Among them,the relative efficiency value in 2020 is 4.38,and the input-output benefit is the most obvious.The economies of scale in 2009,2010,2011,2014 and 2020 are less than 1,indicating that the input and output effects of the construction and operation of high-speed rail in Beijing-Tianjin-Hebei region are good.In2020,the Beijing-Tianjin-Hebei high-speed railway network will reach the optimal state in terms of output efficiency and scale efficiency.The research results will provide a reference for the analysis and research of the social benefits of the Beijing-Tianjin-Hebei high-speed railway network,and also provide a basis for highspeed railway construction investment and optimization of industrial structure.
