摘要
为全面解析老旧小区改造政策演进历程、动力机制与治理意涵,文章建构了一个涵盖政策理念、政策目标、政策价值与政策结构的四维分析框架。运用内容分析法与文献计量法,借助NVIVO软件词频分析与聚类分析功能,对165份老旧小区政策文本演变历程与逻辑进行系统化分析。研究发现:三个政策演进阶段的划分以政策理念变迁为主要标志,政策文本的数量与关键政策文本能准确划分演进节点;政策演进动力机制体现在政策环境对政策理念的决定作用,为实现政策目标而采取的多元化政策工具与治理策略,以及体现出的多维政策价值;治理意涵通过依法行政到“以人民为中心”治理理念的转变以及社会治理逻辑的演变呈现。四维分析框架对阐释我国社区治理范式转变及社区公共服务供给模式创新具有一定意义。
In order to fully illustrate the evolution,dynamic mechanism and governance implications of the old community improvement policy,this paper constructs a four-dimensional analytical framework covering policy philosophy,policy objectives,policy values and policy structures.Using methods of content analysis and bibliometrics,with the help of functions of word frequency analysis and cluster analysis of Nvivo,this paper systematically summarizes and analyzes the evolution and logic of 165 old community policy texts in 20 sample provinces and cities from 2003 to 2021.It is found that the division of the three policy evolution stages is mainly marked by changes of policy concept,and the evolution nodes can be divided more accurately by combining the number of policy texts and key policy texts;the dynamic mechanism of policy evolution is reflected in the decisive role of policy environment on policy ideas,the diversified policy tools and governance strategies adopted to achieve policy objectivesand multi-dimensional policy value;governance implication is presented through transformation from law-based administration to“people-centered”governance concept and the evolution of social governance logic.The four-dimensional analysis framework has certain significance for explaining the transformation of community governance paradigm and innovation of community public service supply model in China.
