摘要
本文从就业统计角度梳理了近年来灵活就业的相关研究、国际就业统计分类标准、我国相关法律及释义,在此基础上提出了灵活就业的统计概念、定义及相关就业统计框架,并利用2021年劳动力调查数据对我国灵活就业现状进行了全面深入的统计分析。本文认为灵活就业本质上是劳动关系不规范的非正规就业,劳动合同是规范劳动关系最重要的手段。根据劳动合同判断是否是灵活就业,可与其他就业类型准确区别,进而根据就业人口特征、地域分布、经济结构、技术条件、就业质量等进行细分类统计,与其他类型就业进行分析比较。本文建议应全面理解、解读灵活就业,以灵活就业为切入点强化就业质量监测,努力构建灵活就业人员的社会保护网。
This study combs the analyses and research on flexible employment in recent years,the international classification standards of employment statistics,as well as China's relevant laws and regulations from the perspective of statistics,then puts forward the statistical concept,definition and relevant statistical framework of flexible employment,finally uses the data of 2021 Labour Force Survey to conduct a comprehensive and in-depth statistical analysis of flexible employment in China.The research finds that flexible employment is essentially informal employment with irregular labour relations,and the labour contract is the most important criteria to regulate labour relations.From the perspective of labour contracts,the flexible employment can be identified accurately from other types of employment.This study analyzes the characteristics of flexible employment population by age,education,area,economic structure,technical conditions and employment quality etc.,and compares with other types of employment population.It is suggested that flexible employment should be comprehensively understood and interpreted,employment quality monitoring should be strengthened with flexible employment as the starting point,so as to build a social protection network for flexible employment workers.
