摘要
网络恐怖主义是国际网络安全防控的重点、难点,而涉恐怖主义网络谣言充当了网络恐怖主义意识形态传播的载体与工具,加强对其相关研究,有助于提高网络恐怖主义治理成效。基于对涉恐怖主义网络谣言生存与发展的现实背景分析,明确其内容特征、传播特征以及防控特征,是对其有效治理的基础。对于涉恐怖主义网络谣言的治理,需要加强顶层设计,吸收借鉴国外网络舆情治理有益经验,形成国际、政府、公民各层面的治理合力。
Network terrorism is the focus and difficulty of international network security prevention and control,while terrorism-related network rumors serve as the carrier and tool for the spread of network terrorism ideology.Therefore,strengthening research on them is conducive to improving the effectiveness of network terrorism governance.Based on the realistic background analysis of the existence and development of terrorism-related online rumors,it is the basis of effective governance to clarify their content characteristics,transmission characteristics and prevention and control characteristics.For the governance of terrorism-related online rumors,it is necessary to strengthen the top-level design,absorb and learn from foreign beneficial experience in the governance of online public opinions,and form a joint governance effort at all levels of the international,government and citizens.
